New York State Commission on Ethics and Lobbying In Government (“COLEIG”) Training

The Ethics Commission Reform Act of 2022 (ECRA) expanded the ethics training requirements to all New York State officers and employees. The Commission on Ethics and Lobbying in Government (COELIG) is responsible for developing and administering this important training mandate. All New York State employees are required to complete a COLEIG Ethics training EVERY calendar year. This requirement is applicable to Hunter College and Hunter College Campus Schools employees.

There are two courses that comprise the COELIG statewide ethics training initiative:

  • The Comprehensive Ethics Training Course (CETC): CETC is a live, instructor led training that is the only course that satisfies the live ethics training requirement mandated in Executive Law § 94.

New hires are required to complete the CETC within the first 90 days of beginning their state employment. Employees are required to complete the CETC at least every other calendar year.

  • The Online Ethics Refresher Course (OER): OER is an update on any changes in the applicable laws, regulations, and policies. Employees are eligible to complete an OER every other calendar year – the alternating years during which they are not completing the CETC.

During the alternating calendar year (i.e. the calendar year employees are not required to take the live CETC) employees have the option of taking a live CETC or taking an OER, via Brightspace, to satisfy the annual ethics training requirement. NOTE: Employees are NOT eligible to take an OER if they have not completed a CETC during the previous calendar year.

COELIG also offers additional trainings throughout the year and employees may complete a training with COELIG to fulfill their training requirement.

Your campus Ethics Officer cannot enroll you for a CETC hosted by COLEIG.

Online Ethics Refresher Course (OER)
