Human Subjects Research

All Principal Investigators (PIs) and research personnel must demonstrate training in Human Subjects Research (HSR) through completion of the CITI Program Human Subjects - Basic training or refresher course. Please note that there are several courses available depending on your position within CUNY and the type of research you may be conducting.

Please ensure that you complete one of the following as it best fits your position and research:

  • HSR for Undergraduate Students
  • HSR for Social & Behavioral Faculty, Graduate Students & Postdoctoral Scholars
  • HSR for Biomedical Faculty, Graduate Students & Postdoctoral Scholars

CUNY now uses CUNYfirst Single Sign-On (SSO) to manage accounts in CITI Program. Moving forward you will log into the CITI Program using your CUNYfirst credentials. See the CITI Training Instructions for how to log-in into CITI with your CUNYfirst credentials. If you currently have an account with CITI Program and/or hold multiple institutional affiliations, these instructions will allow you to maintain your active account and maintain any other trainings completed under other institutions. Refresher training is required every three years.

How to Apply to the HRPP/IRB

If you are conducting human subjects research at Hunter College, please take the time to view the Forms and Guidance page.

Submitting an Application

Please follow the steps below carefully to prepare your application to the Hunter College HRPP office. We have guidance forms to help clarify each stage of the application process.

  • Log in to IRBManager using your CUNYfirst credentials to establish your profile.
    • Note: PI’s and research personnel should complete Update My Email Address application under Notices in IRBManager before starting the IRB application. It is highly suggested you review the additional information under Notices.
  • All Principal Investigators (PIs) and research personnel must complete the CITI Program Human Subjects - Basic training or refresher course. Any research personnel new to the CITI Program must list their campus email as their primary email. The secondary email can be a personal email.
  • Complete the application according to the instructions in the PI Manual and the help text found inside the application itself. Any incomplete fields or responses that do not follow these resources will be returned during pre-review for modifications.

The Review Process

Once your application has been submitted, one of our staff members will conduct a pre-review of your protocol. Please be prepared to receive comments from our office that will help clarify elements of your proposal so that it is ready for review by the HRPP/CUNY UI-IRB or to receive a final determination. Pre-review can sometimes require more than one round of comments; our office is committed to contacting you directly when needed to minimize the amount of time needed to complete this part of the process.

  • After we have conducted our initial pre-review of your protocol, we will return the application if modifications are required and you will receive an automatic email notification from IRBManager.
  • Please read any comments throughout the application. At the very bottom of the application click "More" and select the appropriate action. This will provide you with all the comments on the application that require your attention. Be sure to make the necessary updates to the application including any of the supporting documents or addressing any questions.
  • Before re-submitting the IRB application, please be sure all the requested modifications are addressed.

NOTE: When a student PI signs and submits an application, it is routed to their faculty advisor. The faculty advisor will review the application to determine if it is ready for HRPP/IRB review. If it is not ready, the advisor must route the application back to the student PI to make changes. If it is ready, they will submit the application to the HRPP Coordinator Office for processing.

After pre-review is complete, your protocol will be sent to the CUNY UI-IRB or receive a final determination from our office depending on the level of review required. Once the final determination for your protocol has been made, our office will notify you and you will be provided with a copy of your approval letter.

Arita Winter joined the Hunter College HRPP office as the Director of Research Compliance in 2021. Ms. Winter received her BA with a concentration in Communication from The College of New Rochelle – School of New Resources, Bronx, NY and has a Master of Science in Business Management and Leadership from The School of Professional Studies at the City University of New York.

Ms. Winter began her career with the Research Foundation of the City University of New York (CUNY) in 1999 as an Administrative Assistant for the Technology Licensing, Management and Support Office. In October 2001, Ms. Winter moved to the Office of Academic Affairs at CUNY Central, where she provided administrative support to both the University Dean for Research and to the Executive Vice Chancellor. In 2004, Ms. Winter began to transition from an administrative support role to becoming fully involved in the Institutional Review Board (IRB) and the protection of research participants. In the course of that time, as the office became Research Compliance under the Office of Research, Ms. Winter continued to acquire experience as an HRPP/IRB professional and in 2017 was promoted to Research Compliance Manager. Ms. Winter also served as the Unaffiliated IRB Member for the New York City Department of Education IRB from June 2009 – January 2012.

Travis McCarthy joined the Hunter College HRPP Office as the Research Compliance Manager in 2023. He received his BS in Chemistry with a concentration in Secondary Education from The City College of New York. Travis began his career in 2016 in IRB Administration at New York Medical College which also serves as the IRB of record for Westchester Medical Center in Valhalla, NY and Metropolitan Hospital Center here in New York City. It was there he also earned his MPH in Health Policy & Management. He later joined CUNY in 2021 as the Senior Research Compliance Administrator for the Central Office and served as an alternate member for the CUNY UI-IRB. At CUNY Central, Travis was part of the team that brought IRBManager to CUNY. Travis serves as one of Hunter College’s HRPP Coordinators as well as the College Conflict Officer (CCO).

Grant-Rodgers Kemp joined the Hunter College HRPP Office as the Research Compliance Specialist in 2023. He received a BA in French and in German with a concentration in Linguistics from Florida State University. After an almost decade long career in coaching men’s competitive gymnastics, Grant-Rodgers’ academic career began in linguistics research, investigating how children map the forms of language to their meanings using formal, behavioral, corpus, and computational methods. He pursued these questions at Tulane University, Michigan State University, and as an independent collaborator on multiple grants from the National Science Foundation. He then made the big switch to research compliance and working with the Institutional Review Board, joining the Program for the Protection of Human Subjects at the Icahn School of Medicine at Mount Sinai in New York City. Grant-Rodgers currently serves as one of the HRPP Coordinators at Hunter College.
